Job Summary: Located at various Bechtel permanent office locations, performs tasks involved in the formation and administration of purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders. Major Responsibilities: Supervision Received: Reports to Purchasing Supervisor; at job sites, to Project Field Procurement Manager. Supervision Exercised: May supervise, train, and guide other purchasing/expediting personnel as needed. Contacts: Maintains working relationships with project Supply Chain personnel, bidders, and suppliers. Tasks: Involves formation, administration, and expediting of purchase orders. Communication: Ensures clear definition of requirements and performance compliance with suppliers and Bechtel personnel. Documentation: Prepares bidder prequalifications, lists, negotiation plans, solicitations, analysis, recommendations, and commitments. Compliance: Executes work per project sourcing strategy, Approved Manufacturers List, financing considerations, and tariff/quota risk. Approval Authorities: Ensures appropriate approvals before executing commitments. Project Schedule: Plans and executes work during preaward and postaward phases. Order Management: Manages orders from development through closure, including engagement with Engineering and handling backcharges/claims. Supplier Coordination: Obtains timely engineering data, follows up on material acquisition, evaluates supplier progress, and compiles necessary data. Scheduling and Delivery: Coordinates with planning, scheduling, and field material coordinators to establish priorities and delivery dates. Supplier Quality: Works closely with supplier quality representatives and manages subsupplier expediting. Meetings: Participates in pre and postaward meetings, coordinates shipping arrangements, ensures supplier evaluation reports, and organizes Procurementsponsored meetings. Status Reporting: Attends project status meetings, reports status, produces and distributes meeting minutes, and ensures closure of open actions. Supplier Relationships: Supports key supplier relationships and oversees supplier performance. Records Management: Ensures integrity of records management related to purchase order administration activities. Education and Experience Requirements: A bachelor's degree in engineering from a reputed University. Post-graduate specialization in Supply Chain Management preferred. 10+ years of industry experience including minimum 3 years in both purchasing and expediting functions. Ability to source items of moderate complexity. Broad knowledge and related sourcing experience and may participate in negotiations under direction of others. Required Knowledge and Skills: Proficiency and experience in the formation, administration and expediting of purchase orders. Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders' lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of con
